History

Labor Education and Research Network (LEARN) started organizing of domestic workers in Metro Manila in 2012. By the end of 2012, a savings cooperative (Damayan) was formed by 74 domestic workers.

The purpose of organizing of domestic workers at that time was to mobilize the domestic workers for the ratification by the Philippines of the ILO Convention 189 – Decent Work for Domestic Workers, and for the passage of the Kasambahay Bill into law. The first gathering of the domestic workers that were organized by LEARN was held in January 2013. The gathering was for the formation of a group of domestic workers to lobby for the signing into law of the Kasambahay Bill. From 2012 to the present, the informal association was already taking part in the Technical Working Group of the ILO for the Decent Work for Domestic Workers.

By the end of 2013, the informal association of the domestic workers grew with 273 members all over Metro Manila. LEARN, at this time, has started to organize local chapters in the villages or barangays.

LEARN, Allliance of Progressive Labor (ALP), and the Sentro ng mga Nagkakaisa at Progresibong Manggagawa(SENTRO), have been instrumental in the formation of UNITED.
